FG Plans 5% Tax On Telecoms Services and Other services. The Federal Government has introduced a proposal for a five percent excise duty on telecommunications services, as well as gaming and betting activities, as part of a new bill aimed at reforming Nigeria's tax system.
The bill, titled “A Bill for an Act to Repeal Certain Acts on Taxation and Consolidate the Legal Frameworks relating to Taxation and Enact the Nigeria Tax Act to Provide for Taxation of Income, Transactions, and Instruments, and Related Matters,” was dated October 4, 2024, and was sourced from the National Assembly. An analysis of the proposed legislation revealed that it aims to implement excise duties on services such as telecommunications, gaming, gambling, lotteries, and betting conducted in Nigeria.
One section of the bill states, “The amount of an excisable transaction is the amount chargeable for the service by the service provider, whether in cash or equivalent value. “Services, including telecommunications, gaming, gambling, betting, and lotteries, regardless of their description, provided in Nigeria will be subject to excise duties at the rates specified in the Tenth Schedule to this Act, in a manner determined by the Service.”
According to the excise duty structure outlined in the bill, telecommunications services, including both postpaid and prepaid options regulated by the Nigerian Communications Commission, will incur a five percent duty. This same rate will also apply to gaming, gambling, betting, and lottery services. The legislation also establishes rules regarding currency transactions, indicating that any discrepancy between the current exchange rate set by the Central Bank of Nigeria and the actual rate used in transactions will incur excise duty.
This new tax framework is part of the government's approach to increase non-oil revenue in response to fiscal challenges. Given the swift expansion of the telecommunications and betting industries, officials are seeking to broaden the revenue base. Additionally, the bill seeks to ensure that currency exchanges conform to the official rates of the CBN, with any surplus being subject to excise duty through a self-assessment process

The electricity tariff for Band A is set at N209.50 per kilowatt-hour, while Band B is charged N64.07 per kWh. Consumers in Band A are guaranteed a minimum of 20 hours of electricity supply each day, whereas Band B customers receive 16 hours daily. Nigerians have been expressing their frustration over rising electricity tariffs alongside the soaring fuel prices. Many unmetered consumers continue to complain about exorbitant estimated bills from their DisCos, prompting them to choose living without power rather than accruing debt for "unused energy." Saturday PUNCH observed that the number of consumers requesting disconnection from their DisCos due to estimated billing has been rising amid economic difficulties.
A staff member from Ikeja Electricity Distribution Company, who spoke to our correspondent on the condition of anonymity, stated that the company disconnects between 15 and 20 households each month based on these circumstances. Adeoye mentioned that she often received arbitrary estimated bills ranging from N200,000 to N300,000 for her single shop. She explained, “I only have one shop, and the lowest bill I received in a month was N200,000. Initially, IBEDC officials asked me to pay N15,000 each month, but later they increased it to N25,000 based on estimated billing. The bills were overwhelming and unbearable. I requested them to disconnect my electricity because I couldn't afford to go into debt.” Another consumer from the Orinsumibare area of Owode-Ede, Osun State, known as Baba Solia, described the estimated billing as outrageous and “hard to pay.” He expressed frustration over being charged N120,000 monthly for a household that only has a fridge, television, and radio. “I told them to disconnect my electricity three weeks ago because I can’t keep paying for what I haven’t used.
